PATH will be implementing the USAID multi-year project called “Strengthening Local Health Security Activity in Vietnam”. The goal of the project is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environment) approaches to achieve Global Health Security targets for zoonotic diseases (ZDs), EID surveillance and response, and risk communications and community engagement (now called “project”).
PATH is seeking qualified candidates for the position of Senior Health Surveillance Officer – South who will be based in Ho Chi Minh city to support strengthening zoonotic disease surveillance and multisectoral information systems in the project supported provinces in the South of Vietnam.
Under the overall guidance and supervision of the Chief of Party and the Deputy Chief of Party, report directly to the Animal Health Surveillance and Detection Team Lead the incumbent will be assisting the project management to implement project activities in the four project supported provinces in the South, especially, responsible for the following specific responsibilities:
- Work with partners to implement Animal Health Event-based Surveillance (AH EBS) for EIDs/ZDs, including developing Standard Operating Procedures (SOPs), data quality assurance protocols, and checklists.
- Boost staff morale regarding data entry and reporting, and review EBS data.
- Work with partners to strengthen reporting animal diseases through Vietnam Animal Health Information System (VAHIS) and expand VAHIS use to district and commune levels, including organizing VAHIS data review meetings, supportive supervision trips.
- Facilitate training and supervision trips to strengthen capacity of provincial, district and commune staff on animal disease reporting.
- Facilitate to develop and promote using the tools to support surveillance systems including software, smartphone applications, etc.
- Assist the One Health (OH) provincial committee through organizing technical working group meetings, develop terms of references, tools, and SOPs and facilitate OH data governance operations.
- Support to strengthen OH collaboration at grassroots levels including developing guidelines and SOPs on data sharing and deploying OH Rapid response teams.
- Supervise field training – AH EBS under Hanoi University of Public Health on cascaded trainings, conducts supportive supervision trips, and follows up after cascade trainings.
- Monitor the implementation of AH EBS and VAHIS use at sub-national levels.
- Support the operation of wildlife interest groups including facilitate meetings for exchange information on wildlife disease prevention and control and good production practices.
- Work closely with other project team members to develop the project quarterly, semi-annually, annual work plans and reports.
Required Skills and Experience:
- University degree (preferable a master) in animal health/ veterinary medicine, global health, one health or other related fields.
- At least 5 years of professional experience in animal health, in at least one of the following: EID/ ZD surveillance and response, infectious disease epidemiology, outbreak response, public health system strengthening, zoonotic disease, One Health.
- Demonstrated knowledge, skills, and experience of strengthening zoonotic disease surveillance systems.
- Experience in strengthening OH collaboration at subnational levels.
- Experience in capacity building for subnational staff.
- Excellent written and oral communication skills in both Vietnamese and English.
- Excellent interpersonal skills and ability to work well in multicultural teams and partners.
Location: Based at PATH office, Ho Chi Minh city office
